Tendering procedures for the construction project for the new German Embassy building in Canberra

Expressions of interest sought for the construction project of the new German Embassy building in Canberra.
The Federal Republic of Germany is planning to build a new chancellery and residence for the German Embassy in Canberra, Australia.
The site currently comprises buildings that were constructed in 1958. The design by an Australian-German team of architects envisages a new embassy building and the conversion of the residence, with the aim of creating high-quality architecture and newly designed open spaces that take climatic conditions into account.
In addition, a low-tech building concept and implementation of the project in accordance with the Australian Green Star rating system with a target of 6 stars are planned.
The project is to be implemented in accordance with Australian norms, planning and construction standards, and Australian contracts, without comparison with German norms and standards.
In order to achieve these objectives, the Federal Republic of Germany intends to commission the following services in two tendering procedures:
1. Project Management, Quantity Surveyor, Building Certifier
- Project management services in accordance with Australian service specifications, with
- additional specific German partial services.
- Coordination of Quantity Surveyor and Building Certifier
- Tenders and participation in the awarding of building contracts
- Client-side construction supervision for the planned multi-stage construction concept
- Participation in building inspections
- Final documentation
- Green Star Certification
- Quantity Surveyor
- Full range of service for cost planning and control in accordance with Australian service
- specifications
- Building Certifier
- Full range of service for obtaining the building permits and approvals required in the ACT for a project involving the National Capital Authority (NCA)
2. Quality Control
- Quality control services as random checks of service provision with regard to quality, costs and deadlines.
- Review and monitoring of the performance of the Lead planner and its subcontractors.
- Review and monitoring of the performance of the Head Contractor
- Cost management and cost control via the client's controlling platform
The two contracts will be awarded in two stages:
- First, applicants must submit references for comparable consulting services and evidence of the professional qualifications of their employees.
- In the second stage, the selected bidders will be invited to submit a bid.
This will be followed by an online bidder meeting.
It is not possible to apply for both contracts.
The application period will begin in early February 2026 and end in late February. The contracts are expected to be awarded in May 2026.
